The mentioned issues can be attributed to three main groups of causes: first, the ones originated by the sector flawed management system; second, the too low level of production capacity/factors and vulnerability of agro-forest production/products; and third, the causes yielded by macro policies which are not really in favor of investment in agriculture and rural area. Based on situation analysis and problem identification under the context of international integration, this paper offers four groups of strategic actions, which can be considered by policy makers as a package of policy measures: (1) Develop a strategy for projection and utilization of FDI in agriculture and rural area; (2) Build up a sector FDI management and promotion system; (3) Coordinate domestic financial resources with official development assistance (ODA) and non-government assistance in order to upgrade rural infrastructure and production capacity; and (4) Implement studies on factual conditions for mobilization of FDI within the sector. Currently, there are 24 insurance companies participating in insurance market. Achievements: If in 1994 insurance output reached 741 bill. VND, there was in 2003 already 10,192 bill VND. Contribution to the state budget has been increasing remarkable: in 1994 only 71 bill.VND, but in 2001 it reached 215 bill VND and already 460 bill.VND in 2003. Insurance has been creating a lot of jobs, in 2001: 10,000 laborers ( 10 times from 1994 to 2001). It attracts a number of foreign investment and actively takes part in international integration. Short coming: The insurance market is relatively small. The ratio of fee collection to GDP is only 1,6% in 2003 ( in Thailand 2.25% ). Insurance supply can not meet the demand of the market yet, especially in agriculture. There still is not good competition between insurance companies. Solutions: Raising awareness about insurance significance for insurance consumers such as administrative office, enterprises and citizen.
