On May 17th, the University of Economics and Business - Vietnam National University, Hanoi (VNU) collaborated with the United Kingdom Department for International Development (DFID) and the Vietnam Center for Economic Research and Policy (VERP) to &#13;
organize a workshop to announce the 2011 Vietnam Annual Economic Report titled “The Economy at a Crossroad.” The report is amajor product of the strategic reseach program on “Macroeconomic Theory and Policy: the Condition of Economic Integration in ietnam” hosted by the University of Economics and Business - VNU and conducted by the VERP. This annual report reviewed major economic issues in the past year, discussed economic perspectives for the &#13;
coming year, and suggested policy recommendations.

<summary type="text">Ownership changes in Vietnamese banking system and   their impacts

During  the economic  reform process  in Vietnam,  the banking  system  including  state-&#13;
owned  commercial  banks  (SOCBs)  has  developed  significantly  and  played  an  increasingly &#13;
important  role  in  the  economic  growth.  However,  in  the  development  process  of  a  market &#13;
economy, the Vietnamese state-owned commercial banks have faced internal limitations, of which &#13;
the  ownership-related  limitation  needs  to  be  studied  thoroughly.  Following  the  US  -  Vietnam &#13;
Bilateral  Trade  Commitment  and  since  its  accession  to  the WTO,  the  diversification  of  bank &#13;
ownership  is  an  inevitable  trend  for  increased  competences  and  competiveness.  This  paper &#13;
addresses  the  following  questions: How  has  the  bank  ownership  changed  over  the  past  years  in &#13;
Vietnam?  How  have  those  changes  impacted  on  the  Vietnamese  banking  system?  The  article &#13;
proposed a number of recommendations to further develop Vietnamese banking system regarding &#13;
changes of bank ownership.

A philosophy of management states  that one cannot manage what one cannot measure &#13;
and  one  cannot  measure  what  one  cannot  describe.  Then  this  article  would  show  the  way  to &#13;
measure  them. The determination of  the different  factors that block  the development process  is a &#13;
vital  step  in  the  design  and  implementation  of  a  coherent  organizational  development  program. &#13;
The dimension that serve as critical blockages  include  inadequate recruitment, poor  training,  low &#13;
motivation, low creativity, poor teamwork, and unfair reward.

The global  financial crisis  started  in  the United States and blew all over  the world  in &#13;
2007 - 2009 was one of the worst crisis that impacted almost countries around the world. Vietnam &#13;
although was not directly and quickly influenced by the crisis, most of its economic activities were &#13;
passive and the economy growth even fell down. The Vietnamese government was very active to &#13;
implement  policies  to  react  to  the  global  financial  crisis.  They  however  were  just  temporary &#13;
because they were only short term reactions or saved the economy of Vietnam from the crisis but &#13;
they created neither  sustainable,  long  term  factors nor growth motivation  for  the economy  itself &#13;
and enterprises as well.
