Abstract: Thai Binh Province is geographically, socially and economically significant in the coastal northern delta of Vietnam. The province is bounded by the river system in the 3 directions (the system of Red river, Thai Binh river, Tra Ly river...) and by the sea in 1 direction; Thai Binh is topographically even with many coastal islets and mud flats. Most of the province experiences paddy civilization with specialized agricultural ecosystem. In addition, in some sub-provincial towns and provincial towns, the industry sector has not yet been much developed and part of the territory belongs to the coastal ecosystem. Lying on the coastal zone of Northern Vietnam, the province accommodates the two districts of Tien Hai and Thai Thuy, which are highly potential for economic development in the province and affect the economy of the entire region as well. With 43 km of coastline and newly formed sand dunes, the coastal ecosystem in Thai Binh Province bears various types of plant vegetations: coastal/inshore vegetation, mangrove vegetation, adjacent vegetation, and vegetation in coastal ecosystems. This paper is aimed to present data on present status, potentials as well as sustainable use of biological environment in Thai Thuy District, Thai Binh Province and efforts made to deal with contradiction between the maintenance of ecosystems and resource use; the paper also explores solutions to optimum management of ecosystem resources for the sake of present and future generations; at the same time, the potential capability of resource storage and renewal has been discovered which support protection, and restoration of these rich ecosystems. In 2004, the district built up a master plan to the year 2010, including planning of coastal mangrove use and development. Data collected from provincial and district bodies, meetings with leaders of district departments and branches and investigations have been gathered and analyzed to propose recommendations for the planning and management of mangrove vegetation of Thai Thuy District for sustainable development.
