dc.description.abstract A philosophy of management states that one cannot manage what one cannot measure and one cannot measure what one cannot describe. Then this article would show the way to measure them. The determination of the different factors that block the development process is a vital step in the design and implementation of a coherent organizational development program. The dimension that serve as critical blockages include inadequate recruitment, poor training, low motivation, low creativity, poor teamwork, and unfair reward. vi
